The Short Answer

ZipRecruiter's own Houston ICU travel pay range spans $1,909-$2,627/week — a $718 gap in one source. What drives it, the real GSA stipend ceiling, and your take-home number.

Read the full breakdown below for detailed analysis, examples, and actionable steps.

Search “ICU travel nurse pay Houston” and the first thing you’ll notice isn’t a number — it’s how much the numbers disagree, sometimes within a single source. ZipRecruiter’s own Houston ICU travel nurse page states an average of $1,947/week alongside a stated range of $1,909 to $2,627/week — a $718 spread on its own page. Vivian’s live job listings show openings up to $2,074/week, which lands inside that range but doesn’t match either endpoint of it.

None of these sources are wrong. They disagree because “ICU travel nurse pay in Houston” was never one number. It’s a job-board listing price, and job-board listing prices are gross, pre-tax, and built from whatever mix of taxable rate and stipend each agency chose to advertise that week — with staffing agencies like AMN Healthcare, Aya, and Medical Solutions all posting competing Houston ICU openings in the same window, each structuring pay differently.

None of that tells you what you’d actually keep. This guide walks through why the range is so wide, what the real GSA-published stipend ceiling for Houston is, and how to turn any specific offer into an actual take-home number.

What the Job Boards Are Actually Showing You

Both are gross weekly totals, not take-home pay, and neither breaks out how much of that number is taxable hourly wage versus tax-free stipend. That split matters more than the headline total for two reasons: it determines your actual overtime rate (calculated on the taxable portion only, never the blended total), and it determines how much of the package survives tax withholding. A $2,000/week package that’s $30/hr taxable plus a $920 stipend nets very differently than a $2,000/week package that’s $50/hr taxable plus a $200 stipend — even though the top-line number is identical. See Blended Rate vs. Taxable Rate for the mechanics.

Our own Houston city guide carries an editorial estimate of $50/hr taxable for ICU specifically, scaled from Houston’s citywide average against national specialty pay data — not sourced from job postings, and not the same methodology as either figure above. Treat it as a starting reference point for the calculator below, not as a market survey.

The Number ThatIsGovernment-Sourced: Houston’s GSA Stipend Ceiling

Job-board totals are editorial or crowd-aggregated. One number in this whole picture isn’t: the GSA per diem rate, published by the federal government for the Houston locality (Harris / Fort Bend / Montgomery counties) for fiscal year 2026.

  • Lodging: $128/night → $896/week
  • Meals & Incidental Expenses (M&IE): $80/day → $560/week
  • Combined ceiling: $1,456/week

This is a ceiling, not a typical stipend — it’s the maximum an accountable-plan stipend can pay before the excess becomes taxable wages, for a nurse with a valid tax home. Most real packages stipend well under this cap. But if a recruiter’s offer stipends close to or above $1,456/week for a Houston assignment, that’s worth a direct question about how it stays compliant — run the exact figures through the GSA Rate Explorer to confirm against the current locality rate before assuming either way.

Houston’s rate doesn’t vary by month (GSA marks it non-seasonal), which is simpler than markets like Austin or Nashville, where the ceiling moves with conference and event season.

Why the Range Is So Wide

Three mechanical reasons account for most of the spread:

  1. Range vs. average vs. top-of-listing. ZipRecruiter’s $1,947 is a stated average across many data points; its own $2,627 top-of-range and Vivian’s $2,074 top-of-listing both sit above it. None of these is “the” Houston ICU rate — they’re different points on the same distribution.
  2. Stipend eligibility differs by nurse, not by job. The same posted package can be worth more or less to you depending on whether you have a qualifying tax home — see the Tax Home Validator if you’re not sure yours holds up. A nurse without a valid tax home can’t legally receive the stipend portion tax-free at all, which changes the real value of an identical-looking offer.
  3. Texas has no state income tax — one of nine states where that’s true, and it’s a sourced fact, not an estimate. If Texas is also your tax home (domicile), the assignment is federal-and-FICA-only, so the same gross package nets more than an identical package would in California or New York. That benefit is Texas-specific to the assignment, though — if your tax home is in a state that does levy income tax, that state generally still taxes the income you earn on a Houston contract, no matter where you’re actually working. Run your specific domicile/assignment combination through the Pay Calculator rather than assuming Texas’s no-tax status applies to you by default.

Turning a Specific Offer Into a Real Number

None of the figures above — ours or the job boards’ — are what you’ll actually take home from a specific offer. To get that, you need the offer’s actual taxable rate and actual stipend split, run through a real tax calculation:

  1. Plug the offer’s taxable hourly rate, weekly hours, and stipend into the Pay Calculator with Texas as the assignment state.
  2. Confirm the stipend doesn’t exceed Houston’s $1,456/week GSA ceiling using the GSA Rate Explorer.
  3. Grade the whole package with Contract Grade — it scores against Texas statewide pay data scaled by specialty, not a Houston-specific figure, but it’ll still flag if the stipend is testing the ceiling or if the taxable rate is unusually low for the specialty.
  4. If you’re comparing this offer against a second one, How to Read a Travel Nurse Contract Offer walks through the rest of the fine print — cancellation clause, guaranteed hours, bonus completion terms — that a headline weekly number never shows.
